Introduction

The 1978 Italian UFO wave matters to Emilia-Romagna not because Bologna was the scene of one single spectacular incident, but because Bologna became one of the places where the wave was later treated as history rather than folklore. Forty years after the reports, the Italian Centre for UFO Studies held its 33rd national UFO conference in Bologna under the theme of turning the 1978 wave into a historical object: documents, reflections and research, not just retellings.[CISU - Centro Italiano Studi Ufologici]cisu.orglondata del 1978 diventa storia 33 convegno del cisu a bolognaCentro Italiano Studi UfologiciL'ondata del 1978 diventa storia - 33° convegno del CISU a…November 23, 2018 — L'ondata del 1978…Published: November 23, 2018Overview image for 1978 Wave That distinction is important. The wave produced thousands of Italian reports, heavy press attention, arguments over mass suggestion, and a lasting archive of unresolved or poorly explained cases. Bologna’s 2018 reassessment did not prove that the sightings were extraterrestrial. It showed something more useful for a regional UFO history: 1978 had become a test case for how Italian researchers, journalists and official bodies separate witness reports, media amplification, cultural expectation and genuinely unidentified observations.

Why 1978 became Italy’s UFO turning point

The year 1978 is often described by Italian UFO researchers as the country’s “year of records”. CISU’s pre-conference notice for the Bologna workshop stated that 1978 was exceptional for the number of observations and reports, the interest of mass media, the activity of researchers and enthusiasts, and the wider involvement of society and culture. It also linked the boom to the Italian arrival of Close Encounters of the Third Kind, which helped make UFOs front-page material and gave sightings a cultural frame that many witnesses and newspapers could immediately recognise.[CISU - Centro Italiano Studi Ufologici]cisu.orgconvegno di studi sullondata del 1978Bologna ed avrà la forma di un workshop di discussione e… L'ondata del 1978 diventa storia – Documenti, riflessioni e ricerche a 40…

The numbers explain why the year still attracts attention. CISU material connected with the Bologna reassessment says its archive work raised the total of collected and catalogued Italian 1978 sightings from about 1,800 to more than 2,300, while its press archive for that year contained more than 2,200 articles or cuttings.[cisusicilia.it]cisusicilia.itSabato 10 novembre si è svolta a Bologna la 33° edizione dellCISU - Centro Italiano Studi Ufologici - SICILIA: 2018L'ondata del 1978 diventa storia – 33° convegno del CISU a Bologna · 23 novembre 20… A local report from TusciaWeb, quoting Angelo Ferlicca of CISU Viterbo after the Bologna conference, similarly described “over 2,000” reports across the peninsula and called 1978 the most important year for Italian ufology after the Second World War.[Tusciaweb.eu]tusciaweb.eucentro studi ufologici viterbo al 33esimo convegno nazionaleIl 1978 fu l'anno degli Ufo con oltre 2000 avvistamenti…"November 15, 2018 — La manifestazione si è svolta a Bologna sabato 10 novembr…Published: November 15, 2018

That does not mean there were more unusual objects in the sky than at any other time in modern Italian history. A “wave” is partly a reporting phenomenon. More people look up, more people report, newspapers publish more accounts, and later witnesses interpret ambiguous lights through stories already circulating. The Bologna reassessment is valuable because it brought that feedback loop into the centre of the discussion rather than treating every report as a separate mystery.

A wider Italian Air Force context also matters. Today, the Air Force says UFO reports are collected for flight-safety and national-security reasons; after checks, an event is classified as an unidentified flying object only when no technical or natural justification has been found.[Aeronautica Militare]aeronautica.difesa.itAeronautica Militare OVNIAeronautica Militare OVNI Rai’s 2014 archive report said the Air Force had recorded 445 UFO sightings from 1972 onwards, with 1978 standing out as the “boom” year at 69 official cases.[RaiNews]rainews.itOpen source on rainews.it. The contrast between thousands of civilian and press-catalogued reports and a much smaller official file is one of the key lessons of the 1978 wave: “reported”, “catalogued”, “officially checked” and “unexplained” are not the same thing.1978 Wave illustration 1

Why Bologna was the right place to revisit the wave

Bologna’s role in this story is archival and interpretive. CISU’s national conference list shows that Bologna had already hosted several major meetings before and after the 2018 event, including conferences on historical UFO work in 2016 and later debates over the Pentagon-era UAP revival.[CISU - Centro Italiano Studi Ufologici]cisu.orgCentro Italiano Studi Ufologici Convegni nazionali di ufologia ArchiviCentro Italiano Studi Ufologici Convegni nazionali di ufologia Archivi In the Emilia-Romagna branch of Italian UFO history, that makes Bologna less a “hotspot” in the sensational sense and more a research hub: a place where Italian UFO material has repeatedly been sorted, debated and reframed.

The 2018 meeting was not a public spectacle. CISU described it as a workshop for members and interested scholars, devoted to discussion and deeper study.[CISU - Centro Italiano Studi Ufologici]cisu.orgconvegno di studi sullondata del 1978Bologna ed avrà la forma di un workshop di discussione e… L'ondata del 1978 diventa storia – Documenti, riflessioni e ricerche a 40… That format matters because it signals a move away from the usual media treatment of UFO waves. Instead of asking only whether aliens visited Italy in 1978, the Bologna workshop asked how the year should be documented: which reports were strongest, how press coverage behaved, how databases changed, and what the wave looked like when compared with the rest of the world.

The programme, as reported by CISU, shows the range of questions under review. Gian Paolo Grassino opened with a month-by-month chronology of the unusual year, including sightings, UFO news, research activity, and wider social and cultural events. Paolo Toselli then presented a deliberately provocative paper asking whether parts of the wave could have been shaped by “mass disinformation” techniques, sparking discussion. Edoardo Russo focused on the numerical record: sightings, landings, close encounters, newspaper coverage, television reports and published books.[CISU - Centro Italiano Studi Ufologici]cisu.orglondata del 1978 diventa storia 33 convegno del cisu a bolognaCentro Italiano Studi UfologiciL'ondata del 1978 diventa storia - 33° convegno del CISU a…November 23, 2018 — L'ondata del 1978…Published: November 23, 2018

For a reader interested in Emilia-Romagna, the point is not that Bologna “solved” 1978. The point is that the city hosted a structured re-reading of Italy’s most famous UFO wave at the moment when enough time had passed to compare witnesses’ claims with archive patterns, media cycles and later catalogue work.

What the 2018 reassessment changed

The Bologna conference helped shift the 1978 wave from a memory of strange nights into a research problem with several layers. The most important change was the archive update. CISU’s later report says the centre had carried out major work on its case archive and catalogue before the fortieth anniversary, increasing the number of collected Italian 1978 reports and digitising the full press archive for that year.[cisusicilia.it]cisusicilia.itSabato 10 novembre si è svolta a Bologna la 33° edizione dellCISU - Centro Italiano Studi Ufologici - SICILIA: 2018L'ondata del 1978 diventa storia – 33° convegno del CISU a Bologna · 23 novembre 20… That is not a small clerical detail. In UFO history, the shape of a wave often depends on what survives: newspaper cuttings, witness forms, local investigator notes, official correspondence and later catalogue entries.

The second change was comparative. Edoardo Russo’s Bologna-linked work asked whether 1978 was only an Italian wave or part of a wider pattern. A later CISU presentation cites Russo’s 2018 Bologna paper, “1978: an Italian-only wave?”, and places it within broader European database work.[CISU - Centro Italiano Studi Ufologici]cisu.orgCentro Italiano Studi Ufologici Unidentified Anomalous Phenomena The HistoricalCentro Italiano Studi Ufologici Unidentified Anomalous Phenomena The Historical The question matters because a wave that is unusually Italian may point towards Italian-specific causes: national media attention, film release timing, local UFO organisations, press appetite, and a particular cultural mood. A wave that matches wider international timing would need a different explanation.

The third change was reputational. Science journalist Stefano Dalla Casa, writing after attending the Bologna CISU event, noted that Italian ufology has a severe reputation problem because sensational and conspiratorial voices are often the most visible. He contrasted that with a smaller research-oriented strand that tries to use historical and scientific methods rather than chase headlines.[Il Tascabile]iltascabile.comIl Tascabile Dischi volanti sull'ItaliaIl Tascabile Dischi volanti sull'Italia Bologna’s 2018 event belongs to that second tradition. It did not ask the reader to believe every report; it asked how the reports were produced, preserved and interpreted.

Media feedback and the making of a wave

The Bologna reassessment treated media attention not as background noise, but as part of the phenomenon. CISU’s pre-conference notice explicitly linked the 1978 surge to Close Encounters of the Third Kind, the Italian visit of astronomer and UFO researcher J. Allen Hynek, the popularity of Hynek’s book in Italy, and the use of flying saucers and aliens in advertising.[CISU - Centro Italiano Studi Ufologici]cisu.orgconvegno di studi sullondata del 1978Bologna ed avrà la forma di un workshop di discussione e… L'ondata del 1978 diventa storia – Documenti, riflessioni e ricerche a 40… In other words, the sky reports arrived at a moment when the public already had a fresh visual and narrative vocabulary for interpreting unusual lights.

This does not mean the witnesses were lying. It means that ambiguous events became easier to frame as UFO events. A bright planet, aircraft light, balloon, re-entering object or distant atmospheric phenomenon can be honestly reported as extraordinary when the observer lacks distance, speed and size cues. When newspapers are already running UFO stories, a witness may also feel that their own sighting belongs to a recognised national event rather than an isolated oddity.

The Italian press helped turn 1978 into a shared story. Il Tascabile described the wave as an unprecedented mass phenomenon, using CISU archive material and noting that it did not produce simple panic. In some cases, people gathered in expectation of landings after claims by supposed contactees.[Il Tascabile]iltascabile.comIl Tascabile Dischi volanti sull'ItaliaIl Tascabile Dischi volanti sull'Italia That detail is revealing: the wave was not only about lights in the sky, but about expectation, rumour, performance and public attention.

The strongest sceptical reading is therefore not “nothing happened”. It is that many different things happened, then passed through the same media filter. Some reports may have involved unusual or still-unidentified observations. Others were likely misidentifications, rumours, weak testimony or stories magnified by press repetition. Bologna’s value was to keep those possibilities in play at the same time.1978 Wave illustration 2

The unresolved reports remain important, but not all in the same way

A common mistake in reading the 1978 wave is to treat all reports as equal. They were not. Some were simple night lights, some were close encounters, some involved alleged landings or humanoids, and some became famous partly because of later media retelling. CISU’s wider statistics for Italian reports show why caution is needed: in a national sample of 27,908 reports, nocturnal lights accounted for 76%, daylight objects 14%, and close encounters 10%. Special categories were much smaller, including radar detections at 0.1% and pilot reports at 1.2%.[CISU - Centro Italiano Studi Ufologici]cisu.orgCentro Italiano Studi Ufologici Unidentified Anomalous Phenomena The HistoricalCentro Italiano Studi Ufologici Unidentified Anomalous Phenomena The Historical

That distribution matters for 1978. A huge number of reports does not automatically produce a huge number of strong cases. Night lights are often the weakest kind of sighting because they offer few reliable clues. A witness may report speed or size, but without knowing distance, those estimates can be badly wrong. Close encounters are more vivid, but they also raise harder questions about memory, suggestion, hoaxing, local storytelling and later embellishment.

What made the Bologna workshop different from a UFO anniversary

The 2018 event was not simply an anniversary meeting. Its title, “The 1978 wave becomes history”, captured a methodological shift. To make a UFO wave “history” is to ask different questions from the ones that dominated newspaper coverage at the time:

 • What was reported? Not just the most spectacular claims, but the full spread of lights, objects, alleged landings, humanoid encounters and rumours.
 • What was preserved? Reports that entered archives are easier to study than stories repeated orally or printed once in a local paper.
 • What was amplified? Press and television attention can create peaks that reflect publicity as much as sky activity.
 • What was checked? Official files, civilian investigations and later catalogue entries operate by different standards.
 • What remains unexplained? An unresolved case is not proof of an extraordinary cause; it means the available information did not support a confident ordinary explanation.

Those questions make Bologna’s reassessment especially useful for Emilia-Romagna’s UFO history. The region’s value is not measured only by its number of sightings. It is also measured by its role in preserving and interrogating the national record. In this sense, Bologna acts as a bridge between local curiosity and national research culture.1978 Wave illustration 3

The strongest doubts about the 1978 wave

The main doubts about the 1978 wave are not minor objections. They go to the heart of what a UFO wave is.

First, the evidence is uneven. A catalogue may contain thousands of reports, but many will be brief, second-hand, duplicated, poorly timed or missing the observational details needed for identification. A bright object seen for a few seconds at night can be sincere and still impossible to assess.

Second, the media environment was unusually receptive. CISU’s own framing points to film, books, advertising, newspapers and television as part of the 1978 setting.[CISU - Centro Italiano Studi Ufologici]cisu.orgconvegno di studi sullondata del 1978Bologna ed avrà la forma di un workshop di discussione e… L'ondata del 1978 diventa storia – Documenti, riflessioni e ricerche a 40… That does not invalidate every report, but it makes the wave vulnerable to feedback: people saw UFO stories, looked for UFOs, reported ambiguous events as UFOs, and then saw those reports feed new stories.

What 1978 left behind in Emilia-Romagna’s UFO history

For Emilia-Romagna, the legacy of 1978 is not a single definitive case. It is a model for reading UFO history with care. Bologna’s 2018 reassessment shows how a wave can be approached as a layered record: witness testimony, press behaviour, cultural expectation, official procedure, civilian cataloguing and later sceptical review all have to be kept separate before they can be compared.

That makes the 1978 wave a useful turning point. Before it, UFO waves could be remembered mainly through spectacular anecdotes. After decades of archiving and reassessment, 1978 can be studied as a national media event, a mass reporting episode and a collection of individual cases with different levels of strength. Some reports may remain unresolved; many are probably weak or explainable; the wave as a whole is better understood as a complex historical episode than as a single mystery.

Bologna’s place in that story is therefore distinctive. It is not merely where people looked up. It is where, forty years later, researchers tried to look back.

Amazon book picks

Further Reading

Books and field guides related to Was 1978 Italy's Real UFO Turning Point?.
